Rental licenses. White Plains runs a rental registry. The Building Department's page for the White Plains Rental Housing Registry & License Program, read on 19 September 2026, says the program “will cover all rental one family dwellings up to and including 12 unit apartment buildings in White Plains.” The page links an application, the registry ordinance, a unit inspection form, a unit and structure inspection form, and annual licenses. For fees, deadlines, the ordinance itself and anything larger than a twelve-unit building, the Building Department is the place to ask.

Under New York's General Obligations Law section 7-108, a tenant can ask for an inspection before moving out, held no earlier than two weeks and no later than one week before the tenancy ends. The landlord then lists the repairs or cleaning that could be deducted, and the tenant may fix them first. Anything kept must be itemized, and the rest returned, within 14 days of move-out.
