Fewer rooms per home

The median New Haven home has 4.5 rooms; in Woodbridge the median is 8.2. The Census counts kitchens, living rooms, dining rooms and bedrooms, but not bathrooms or hallways, so 4.5 rooms can be as little as a kitchen, a living room and two bedrooms. The city's residential rental license

New Haven licenses residential rental properties under Chapter 17, Article XIV of its Code of General Ordinances. The Board of Alders enacted the latest amendment on 2 September 2025 (file OR-2025-0013, read 19 September 2026). A rental property needs a license, and it must pass an inspection by a city housing code inspector before one is issued, with limited exceptions (Sec. 17-75). The license is not required for owner-occupied parcels with three or fewer units, non-owner-occupied parcels with a single unit, or condominiums (Sec. 17-74); applications go through the city's Livable City Initiative.

Two parts of the ordinance touch cleaning. Landlords must give tenants at least seven calendar days' written notice of an inspection (Sec. 17-77(d)). And Sec. 17-77(h) makes each tenant responsible for keeping the unit in a clean and sanitary condition. The inspection itself follows a checklist of housing-code and life-safety items, so a cleaning cannot fix a defect, and no cleaning decides how an inspection turns out.

Short-term rentals

We did not find a short-term-rental ordinance in New Haven's code. The rental license above still covers longer lets, so check with the city before you list a room or a unit for short stays.

Security deposits

Under Connecticut law (CGS 47a-21(d)(2)), the deadline is whichever of two dates falls later: 21 days past the end of the tenancy, or 15 days past the day your written forwarding address reached the landlord. By then the deposit and its interest are due back to you, or a written, itemized statement of damages is. A clean apartment at move-out helps, but no cleaning company can promise how a landlord will decide.

Moving in

On the other side of a lease, a move-in clean fits the gap between getting the keys and the truck arriving. Closets, shelves and cabinets are empty and easy to wipe out, and you start life in the apartment with a kitchen and bathroom you know are clean.

Is there sales tax on house cleaning in New Haven?

Yes. Connecticut treats cleaning inside a home as a janitorial service, and janitorial services are taxable (Regulations of Connecticut State Agencies Sec. 12-407(2)(i)(Y)-1). The rate is the statewide 6.35% set by CGS 12-408. New Haven has no separate city sales tax, so that one state rate is what applies.
